What is SoonerSelect? Oklahoma's New Managed Medicaid Program

Most SoonerCare members will get their health care services covered in a new way in 2024 – through health and dental plans. This new healthcare delivery model is called SoonerSelect. Oklahoma Health Care Authority has selected three health plans to provide coordinated, whole-person care for enrollees.

SoonerCare is the name for Oklahoma's Medicaid Program. Sometimes, these words are used in place of each other.

It's important that you have your information up to date on MySoonerCare.org. This is how the Oklahoma Health Care Authority will be sending you information about SoonerSelect. If you are moving to SoonerSelect, you should receive a notification about health plan options in January 2024.​

Am I eligible?

SoonerSelect will affect many SoonerCare members, but not all. Populations affected include:

  • Pregnant women
  • Adults aged 19-64
  • Children
  • Low-income parents.

If you’re an eligible SoonerCare member moving to SoonerSelect, you will be asked to pick one dental plan and one health plan during open enrollment. If you do not pick a plan, the Oklahoma Health Care Authority will pick one for you.

How will I benefit?

Under this new program, SoonerSelect members will be provided with healthcare through a health plan — like a commercial health insurance plan. This change puts the focus on your satisfaction and making sure you have access to preventative and primary care.

All health and dental plans will provide the same healthcare services currently offered by SoonerCare. Each plan may also offer extra benefits to help you and other members be healthier. You can compare each plan on the SoonerCare website.

What do I need to do?

Choose a health plan and apply for benefits via the Oklahoma Health Care Authority (OHCA). Your healthcare will be covered through the new plan, beginning April 1, 2024.

Your SoonerSelect health plan choices are:

  • Oklahoma Complete Health
  • Humana Healthy Horizons of Oklahoma
  • Aetna Better Health of Oklahoma

You have from Feb. 1 - March 10 to choose a health plan and apply. This is called “open enrollment”. The dental plan open enrollment period has already closed.

OU Health is in network with all three of these health insurance plans.

How can I learn more about each plan?

Visit MySoonerCare.org to view the plans, compare benefits and search providers. Then, pick a plan that fits! ​If you have questions or need help picking a plan, visit MySoonerCare.org or call the SoonerCare helpline at 1-800-987-7767.​

What happens if I don't or forget to choose a plan?

If you don’t choose a plan, the Oklahoma Healthcare Authority will choose a plan for you. You will have 90 days from the date that you were enrolled into auto choice to change that coverage. Once you have gone in and made your health plan choice; you are unable to make changes to your health plan until the next May/June. However, you are able to change your provider as long as the provider is covered within your elected health plan choice. ​

Selecting a Primary Care Provider

Once you have selected a health plan, choose a primary care provider. A primary care provider is a doctor specialized in:

  • Family Medicine
  • Internal Medicine
  • Pediatrics

Your PCP can also be an advanced practice provider like a nurse practitioner (N.P.) or a physician assistant (P.A.) if they work in a primary care field.

You must choose a provider in your new health plan. They will look after your health, refer you to specialists if you need them, and coordinate all your care needs.
